I think it's time we come up with an "immune system" for the net as a whole. These would essentially be viruses that take out other viruses and then remove themselves from the machine. No trace should be left of the virus or the program that removed it.
These programs will need to be regulated. It's ridiculous we don't have something like this in place yet and that people still require AntiVirus and AntiSpyware apps. At least in their current form.
A server found to be propagating spyware, viruses, etc should be shutdown (forcefully if necessary; maybe by DOS, etc) until the threat it eliminated by these "antibody" programs, then the server can come back online. It shouldn't matter if the site is malicious or not. If the server is propagating the problem, it should be taken down with or without the owners permission until the issue is gone.
To be honest I'm not sure how all this should be worked out yet, but I think it's worth discussing. My analogies might not really make sense & my idea might be a pipe dream. However I think this can be done; but needs to be done right.
