Add micropayments (even reuse a "virtual goods" currency provider, or integrate with Amazon Flexible Payment system) to an email list server like Mailman. This would allow high-value low noise email lists to become micro economies, so that providers of value could be compensated. A separate pluggable algorithm would decide how each message should be handled and mapped to a compensation unit (either +ve, -ve or 0).

The algorithm implementation is not expected to be part of the solution - just the integration of say Mailman with a payment system - the following would be provided by the solution

a) a facility for a list member get an account on the payment system provider, with minimal pain b) a way for a notification of payment to get sent to the payment processor with minimum effort c) a simple scalable (in terms of minimum user actions) system that effectively eliminates fraudulent charge generation by script-bombs
